I know this from personal experience. I built my first ball mill and didn't have the speed optimized at first. Now, mine was smaller than your 17 pounder, but to make a 125 gram batch went from 51/5 hours down to 3 by increasing the speed 15 RPM. I imagine in a larger ball mill the time difference would be considerably more.

First of all, if your ball mill exploded in a neighborhood, you are going to jail! The only "safe" way is to "hypermill" each ingredient (dextrin with the charcoal) separately and then combine them to premeasured water to make a putty ball and screen it to make the grains.
